Don't avoid the elephant in the room
Transforming the HR function is not a simple process, not least because success means really dealing with the issues concerning the way different roles in the HR function interact i.e. How do HR employees work together to add value in a process and how do they working together to add value across processes (the more important challenge I think)? If you are looking for a potential mine field you've found one here.
